Wellington, November 8, The Stamp Duties Bid was read a third time last night. The Wellington Debts Bill was read a second time and passed by 27 to 25. In Committee on the Bill the House sat until 4.30 this morning, when progress was reported. The debate was very long and acrimonious, and strong personalities were indulged in, A dead lock is imminent, through the action of the Legislative Council on the Payment to Provinces Bill. The House has just passed a resolution that “ The House refuses to agree with the Legislative Council in their amendments to the Payment to Provinces Bill, on the ground that the Council have exceeded their powers in altering the appropriation of moneys.” A conference is to take place. The Council will be represented by the Hons. Colonel Whitmore, Mr Marlen, and Mr A. H. Russell; the House of Hepresenta tivea by the Hons. Messrs Fox ami Vogel, and Mr Stafford. The effect of the amendments is to devote the whole of the LIOO,OOO to Road Boards instead of half to the Provinces,
