PROVINCIAL COUNCIL.
Yesterday. Considerable progress was made with the estimates last evening. All the items under the head of Harbor department and gaol (after a slight discussion on some items) were passed as brought down. Under the heading of sheep inspectors, the Provincial Secret tary explained that it was intended to alter the sheep ordinance, by providing two inspectors- -a chief inspectors (who would be an active working inspector) and another inspector—for this Provinc , and a third inspector for Southland, with honorary inspectors in districts requiring their services, and who would be allowed a small fee. On the item of education being called being called on, Mr Cargill called attention to the necessity that existed for the proper inspection of schools, and for the immediate appointment of an inspector of high standing. The Provincial Secretary most of Mr Cargill’s remarks, butthought if agentlemanwere obtained from England more confidence would be placed in him, than if that gentleman uas selected from applicants in the colonies. If the vote passed, it would, however, be the duty of the Government to consider whether it would be better to get an inspector from England or advertise in the colonies for one. There was a slight discussion up n the terms charged for boarders at the High School, but the feeling of hon. members who spoke, appeared to be that some effort should be made to make the advantages of a High School educ it ion m re obtainable by the sons of people residing in the rural districts. All the items under the heads of Education, Hosfitals, Lunatic Asylum, Miscellaneous, and ndustrial School, were passed, as were the greater portion of these under the head of Crown Lands and Survey! The salary of the chief commissioner was reduced, on a division of 14 to 12, from L 540 to LSOO. Mr Allan’s motion, that the LISOO bonus offered for the promotion of woollen manufactures in the Province, should be paid as follows :—lst. Whenever it is shown, to the satisfaction of the Government that the necessary plant is provided, set up, and ready to comttfepce work, one half, or L 750, be paid ; 2nd! That, on the production of 5,000 yards of cloth, the remaining L 750 bs paid—was carried ;as was Mr Duncan’s motion for a select committee, consisting of Mr Speaker, Hon. Mr Holmes, Hon. Dr Menzies, Messrs Allan, Thomson, Bathgate, and the mover, to enquire into the present and future prospects of the Girls’ High School.
