Mr Reid’s Speech.—We ought to tender Mr Reid our humblest apologies. From his actions avo were led to believe him one of the most obstructive of the obstructionists avlio have so persistently stood in the way of Otaeo’s progress. But his avo refs strongly belie his actions. Last night, any one listening to him Avould have heard excuses for not accepting the General Government scheme ; arguments . most strongly commending it as being the one thing wanted, excepting for curtain misconceptions, or at least misstatements which were put forth as reasons Avhy he opposed it. Our limited companionship will not allow of oar reporting Ids speech to night. We shall give a full report to-morrow night, and should recommend our readers to read it side hy side Avith Mr Vogel’s speech. The Mayor said Mr Grant’s motion—“ Resolved, that this meeting has no faith in the financial scheme of the Fox-cum-Vogel Government”—was carried. Borne illnaturcd people differed from Inn ; but perhaps they could not see so well as lie. In the opinion of many present both the following amendments Avcrc carried, though declared negatived:—Mr Jago moved, “That the heat thanks of this meeting he given to Mr Reid for the address to which Ave ha\ r e this evening listened, but that it is expedient that the electors , should have time to make up their minds upon this subject, and give effect to their decision at the polling booth.” Mr Sligo moA'ed, “ That this meeting thanks Mr Reid for his statement this evening, and that it recognises the necessity of returning men to the Provincial Council and General Assembly who Avill pledge themselves to take care that under the Immigration and Public Works Act, Otago and the Middle Island generally shall have their fair share.” Mayor’s Court.— At this Court this morning Agnes Nimon was charged Avith creating a breach of the peace, and Avas remanded until to-morroAv. Fatal Accident. —News reached toAvn last evening that Mr David Hepburn, son of Mr J. P. Hepburn, of Waikari, and brother of Mr Hepturn, of the linn of M‘Landress, Hepburn, and Co., Avhilst riding on his station at Pleasant River, Avas thrown from his horse, the animal rolling o er him. When picked up he avus insensible, and Ave believe he never recovered conseiousno-s. He died this morning about half-past four o’clock. A.1.0.0.F. — A neAv lodge of this Ord-r has been instituted at Bro. White’s, Queen’s Hotel, Alhanny street, and is called the “ Star of Otago.” Several officers of the Grand Lodge, Avith officers and members of A'arious subordinate lodges, wore present at the opening. The candidates Avcre introduced in proper form, and initiated hy R.W.G. War. Bro. London (specially deputed), assisted hy R W.G. Treasurer Bro. Lenton, R.W.G. Secretary Bro Michie, W. G. Marshal Bro. Neale, P.G. Bro. Miuiiie, P.G. Bro. Soares, N. G. Bro, Braitliwaite, and other officers ; after which the following Avere elected and installed ; P.G. Bro. Minific, N.G. Bro. Daniel White, V.G. Bro. Wilson, secretary. Brothers of other lodges kindly consented to fulfil the A'arious minor offices. All necessary business being concluded, the Lodge Avas dosed, and then opportunity Avas given for an interchange of .sentiment. Bpeeches suitable to the occasion Avere made hy different Brothers, and the proceedings Avere interspersed with songs, Ac. Everyone passed a very pleasant and enjoyable evening. Port Chalmers Toavn Council.— A regular meeting of the Town Council Avas held last night. Present—the Mayor, Councillors Rose, limes, Clark, Cordon, and M'Callum. The minutes of the previous meeting Avere read and confirmed. Letters Avere read from the Ernhw) Star otiiee, Avith reference to printing ; from Messrs M‘Leod and G. Mur raj', on the subject of the Avater supply; from Mr Fcrnio, in regard to the vote of censure passed hy the Council on his resignation; from Messrs Jackson and Roberts, asking for progress payments on account of their contract; from Messrs Elder, Thomson, Cook, Dodson, and Wilson, asking the Council to pay half the expense of paving the front of their premises Avith Caithness paving stones. An interim report on the Constitution street contract Avas read ; and the surveyor recommended a progress payment over and above the usual sum payable. Considerable discussion followed, and it Avas ultimately agreed that a sum of»L45 he paid, with the consent of the securities. A letter Avas read from the ProA’incial Secretary's office Avith reference to reserves on Flagstaff Hill. On the motion of Mr lanes, Capt. Robertson’s tender Avas accepted, as hy the letter, there Avas nothing to prevent the leasing. On the Water Committee’s report being read, it was stated by the Mayor, that as Mr Miller had not properly convened a meeting of that Committee, it would he better to discharge the Committee in older that a new convener might be appointed, and something definite done in the matter. Air Gordon moved that a special meeting he called for Friday next, to consider the subject. The proposition was adopted, and the clerk instructed to gi\'c written notice of the meeting. The Public Works and Manure Depot Committees reports Avere postponed. It avus agreed that no notice should he taken of Mr Fernie’s letter. The oom.ideratiou of Messrs M’Lcod and Murray's letters, Avas postponed until Friday ; the letter from the Em-nh.ij Shir office Avas left over for enquiry ; and it Avas agreed to communicate with persons having Caithness stone for sale, Mr Junes called
the attention of the Council to the state of the Custom House comer, and the street from Thomson’s the tinsmiths to Riordan Place. He said the kerhing and pathing should he done at once, and he moved that tenders he called for the work. Mr Clarke seconded the motion, which was carried. A\ith reference to advertising town sections, the Clark was ordered to inquire as to the Crown Grants, and act accordingly. Mr Clarke hoped that some action would he taken to compel those leasing building sections to huild thereon. The Mayor had no doubt that those who leased would huild as soon as they could see their way to do so. A number of accounts were passed for payment. Mr Clarke asked if any answer was received from Mr Gilbert. The Town Clerk said he had not received any. The day man was ordered to get a man to remove the fence at Mr Gilbert’s cxpencc, if it was not done at once. The Mayor, in answer to a question, said the bye-laws only wanted the Superintendent’s signature. Mr Lines moved that a list of all defaulting ratepayers he published. The Mayor said on account of the holidays, the Council would adjourn until 19th January, 1871. The members of the Loyal Leith Lodge, A. I. 0.0. F., arc requested to meet to-morrow (Wednesday) evening, at eight o’clock, to consider the election of chemist. A popular entertainment is announced to he given by the members of the Stuart street Mutual Improvement Association, in the hall beneath the Wesleyan Church, on Thursday evening next. The chair will he taken at 7. JO. A concert will be given at the Drill Shod, North Dunedin, this evening, in aid of the building fund of the Waikari Volunteers. Mr Driver will occupy the ch ir. A good programme is prepared, and the concert will be follotved by a dance.
