Mr Lowe has been presented with the freedom of the borough of Elgin, where he took occasion to say that the Government were resolved to avoid all risk of involvement in the war. Sir Henry Bulwer, in the Times, condemns this selfish isolation, and the Spectator and Economist contend that our neutrality is too punctilious. - The exportation of arms to Prance goes on. Chassepot rifles are being bought at Birmingham. Public feeling is much opposed to this complicity.
