A Bye-law to provide for the bettor Rule and Government of the City of Dunedin. In pursuance of the powers and provisions contained in section 186 of part J-1 of the “ Mnnicipil Corporations Act, 1867,” the Council of the City of Dunedin ordain as follows, that is to say : Any person guilty of any of the following offences, omissions, or neglects within the City of Dunedin, shall on being convicted of any such offence, omission, or neglect, be liable to pay any penalty not exceeding (L 5) Five Pounds:— Ist. “Any owner or driver of any bay cart or other vehicle who, whilst such hay cart or other vehicle is passing through or along any street in the City unloaded, neglects to have the projecting frame detached from the body of the car in such manner as not to be an obstruction to the public, nor dangerous to life or limb. 2nd. “Any person carrying upon any footpath or street-line, any implements, tools, or materials projecting in such a manner as to be a public obstruction.” J.
