GENTLEMEN, —The seat hitherto held by Mr F. D. Bell, as your representative in the Provincial Council, having been declared vacant, I beg most respectfully to intimate my intention of soliciting your suffrages to fill the vacant seat. 1 shall take an early opportunity of addressing you, in order to explain my views on provincial politics. I have the honor to be, Gentlemen, Your obedient servant, H. S. FISH, jun. Dunedin, Oct. 17th, 1870. TO THE ELECTORS OF THE CITY. GENTLEMEN, —1 am sorry that business of importance calls me away from town for a few days, thereby depriving me of the opportunity of addressing you personally on the day of nomination. In asking you to support me as member for the Provincial Council in the room of Mr Bell, lale member for the City, as the Press is the only medium through which I can address you, I will ende vour to give you an outline of what I conceive to be necessary for the future well-being of the Province. Gentlemen, in the Assembly I gave my adherence to the reuniting of Otago with Southland : should you elect me I will use my best endeavours to consummate this arrangement on the best and most equitable basis. I am in favor of aud will use my best endeavours to facilitate the immediate construction of the Dunedin and Clutha Railway. I am also in favor of a survey being made of a line to connect Dunedin with Tuapeka, aud will use all legitimate means to have the latter work established, if not contemporaneously, as soon as practicable, a'ter the Clutha' liue. I am also in favor of having a line surveyed so as to connect Moeraki with Waita'-i, believing that the whole of the above works are necessary for the development of the 'resources of the Province, lam in favor of opening up blocks of land on Gold Fields by deferred payments on an annual rental of 2s 6d per acre towards purchase money to extend over a period of eight years. I am in favor of fostering and encouraging a large mining and agricultural population on our shores, and would support a measure giving greater extent of commonage to populations surrounding Goldfields’’ townships. I am in favor of, and will support a branch trlegraph line, connecting Dunedin with Martin’s Bay, and would support giving a subsidy to any company that would run a steamer once a moutb. I am in favor of free selection of land throughout the Province ; the same conditions to be adopted as the land laws of the country, together with deferred payments, and I am of opinion that until some such scheme is adopted, the Province cannot pro* gress. Regarding City matters, I will use my best efforts to prevent the Water of Leith making further encroachments on City property, and more especially will try to conserve the remnant left of the old Botanic Gardens. I have thus shadowed forth a few of the probable questions which will come on for discussion during the special session of the Provincial Council, shortly to be called together, and if you think me worthy of your confidence, by returning me as your member I will give the above and all other subjects affecting the Province my careful and unbiassed consideration.
