[FROM OUR OWN CORRESPONDENT.] Wellington, July 23. The motion in favor of the Otago and Southland union was carried by the House on the voices. Messrs Webster and Driver were against it. The Superintendents of Otago and Southland are greatly in favor of it. The debate on the Hundreds Repeal Act was opened by Mr Brown, and continued by Messrs Mervyn and Howorth, who put the House to sleep. There was a caunt-out at 12.30.
Mr Reynolds moved, and Mr Birch seconded —“ That the Bill be read that day six months.” Tht debate will be resumed next week.
The following modifications were submitted by the Government at meetings of its supporters this forenoon, and were agreed to : “ Proposed modifications .in the finance proposals.—l. That the railways should not be enumerated in' the schedule, but that provision should be made to the effect that the Colonial Government should place itself in communication with the various Superintendents and Provincial Councils, ascertain their wishes, and lay them before -the Assembly, together with such recommendations as the Government may think fit; the Assembly from time to time to decide on the railways. “ 2. To reduce the money to be borrowed in aid to L 4,000,00 for railway purposes, L 2,000,000 ; miscellaneous, L 1,000,000 ; Immigration, L 1,000,000.
“3, In the miscellaneous also be included water for goldfields to the sum of L 200,000. u 1 Provinces to be made to secure exclusively tho separate custody and expenditure of money. 5, A central authority at Home to have control over all immigratipn agencies or sub-agencies. “ 6. Section 22 of Immigration and Public Works Bill to be excised.
“ 7. Interest not to exceed 6 per cent. If they beau 6 per cent, interest, the debentures are, not to be sold under par : if they bear less than 6 per cent, interest, debentures not to be sold at a price which will yield to purchasers more than 6 per cent, interest, “8. Money borrowed for Defence purposes, to be subject to appropriation by tho Assembly from time to time. “9. Tho Reciprocity Bill to be altered, so that instead of a bonus being authorised, power be given to reduce or abolish duties on intercolonial products and manufactures. “ 10, The change in duties to bo an open question.
“11. A clause to be added to the Consolidated Loan Application Bill, authorising, if necessary, addition to consolidated loan.”
