Reports from Rome have been received in Paris, stating, on good authority, that the Pope declares he must he assured of an imposing majority of Bishops in favor of his dogma, otherwise he prefers that the subject shall not he introduced, desiring to avoid a discussion that might lessen thejnflueuce of the principle. The Jesuits are using every effort to secure an overwhelming majority. Sr ain. Tho Duchess of Genoa opposes her son’s candidature to the Spanish throne. Two deputies have been convicted of treason, and sentenced to death. Admiral Topete has been elected vice-pre-sident of the Cortes.
Th« Bishop of Havanna, en route for the (Ecumenical Council at Romo, was arrested on his arrival at Cadiz. RUSSIA. A telegram, dated St. November 16, says that the project for a treaty of alliance, offensive and defensive, between France, Austria, and Russia, has been submitted by Prince Gortschakolf to the French Minister, and sent by the latter to the Emperor Napoleon. The contemplated duration of the alliance to bo for three years, renewable on six months’ notice. Each party to the alliance to keep a standing army of a stipulated strength. Canada West. Latest Californian papers state that a revolution has' broken out amongst the French Conadians, who rise in arms, and refuse to recognise Governor M'Dougall. They drove him from the Read River country, and organised a Provisional Government of their own. The Government sent for troops to suppress: the insurgents. Cuba. The insurrection is spreading, and the last success of the Spanish troops has not damped the ardor of .the leaders of the revolution. America. The Government have taken possession of Samana Bay as a naval depot for the West Indies, on which they intend to erect heavy fortifications. A fatal collision has occurred on [the Pacific Railway. Eleven persons were killed, and 20 more or less seriously injured. Prauds in the New York Custom House have been discovered to the enormous amount of 8,000,000 dollars. The President’s message it is expected will urge the immediate resumption of specie payments. The union of the Presbyterian Churches throughout the States has been consummated, San Francisco, Nov, 20. A further decline in the English wheat market has affected the Californian markets. The Mary and Edith has been taken off the berth for Australia, and loads lumber at Puget Sound, as will also the ship Nation’s Hope. Flour is quoted at 4dol to 4dol 75c ; wheat.
