The Viceroy of Egypt lias returned a conciliatory, explanatory, and justificatory reply to the Grand Vizier, concluding with ample assurances of loyalty towards the Saltan, to which the Grand Vizier has sent a reply from the Sultan stating that the Sultan accepts the Viceroy’s explanation, but he demands that ho shall not increase the Egyptian army or navy, or contract loans in Europe ■without the sanction of the Imperial Government; and, further, that the Viceroy shall render an annual account of the financial condition of his province. The matter is thus considered practically ended. A debate commenced yesterday in the French Senate on “senatus consultum,” when Prince Napoleon demanded further concession in an animated speech, which Segur Laguesian (1 Signor Gressier) characterised as scandalous.
The health of the Emperor Napoleon is better.
Lebcenf, who was a general in the Artillery in the Crimea, is named as the Minister of War, in place of Marshal Niel, deceased. La Public states that Prince Napoleon will meet the Eniperor at the opening of the Suez Canal. The same paper also states that the Emperor holds quite aloof from the discussion which has arisen between Austria and Prussia.
Latest telegraphic advices from Spain announce that the Carlist band lias been suppressed, and that Don Carlos has embarked for England. General Prim has gone to the baths at Yicliy. Mr Burliiighamc has received a telegram from the Chinese Government, thankfully accepting the treaty with America, VERY LATEST. London, sth September, afternoon. The price of gold in New York has risen to 13G|ths, consequent upon a report that the stock of bar gold has been overstated. The comptroller has ordered the banks to make speculation special. There is a statement of a heavy fall on Saturday, the 4th, in the French Funds, after the Bourse had closed. At a meeting of policy-holders in the Albert Life Insurance Company, the proposal for a re-construction was generally condemned.
Persistent and discouraging rumors of Napoleon’s health are being circulated, though the Emperor presided in the Council of Ministers this forenoon. It is reported on good authority that the Chinese Government at Pekin refuses to ratify Mr Burlinghame’s convention, with the United States, his
mission being to states tributary to China. It has come out that the Chinese text of Mr Burlinghame’s credentials differs from the foreign version, and appoints him envoy to tributary nations. The fact is severely commented upon in the China press. Extraordinary addresses from the American and British communities in Shanghai have been presented to the Hon. J. Ross Browne, United States Minister to Pekin, on his retirement from office, and an equally remarkable reply has been published by him. In these the foreign policy in China is discussed with great boldness and clearness, and revelations are made which prove the mistaken character of the policy lately adopted by the British Government. Mr Browne emphatically denounced the policy of Mr Burlinghame, and the Chinese embassy now in Europe. He considers that the Chinese show no inclination to progress, that relations with them on terms of equality are impossible, and that the present yielding attitude of foreign powers tends towards producing a war. He declares that there is no evidence of any special friendship, and sees no advantage in the new treaty made by Mr Burlinghame. at Washington, The Daily Press announces the death of Mr Acting Consul Gibson, and states that his death was caused by anxiety consequent on the recent troubles.
