Sir, —Your correspondent “ Colonist” has enunciated some novel ideas on Constitutional Government; and as there may be some more of your readers who have “ been under impressions ” similar to those of your contributor, and as in this age of new discoveries it may just be possible that “ Colonist’s” impressions are correct, and that he throughly understands the matter,_ might I be allowed to put some queries to him. Is Mr Macandrew a member of the General Assembly because he is Superintendent of Otago? Must an Executive agree with a Superintendent in every action which he may take as a member of the Colonial Legislature? As a Superintendent is simply the mouthpiece of the Provincial Council and his Executive (a round 0 say), has Mr Macandrew, in supporting this Act, been such a mouthpiece? Suppose the Executive resigned, would it be constitutional in the Superintendent to appoint another without consulting the wishes of the Provincial Council ? There is an assettion made in your correspondent’s letter which I would also like explained—namely, that this “ storm in a teapot” proceeds from persons whose own special and personal interests are affected. Might I ask him, how farmers are more interested in more land being opened for settlement than any other class ?—Yours, &c., Another. Colonist, Dunedin, August 23, 1809.
