POPULATION CONTROL

The Japanese Government, according to the Tokio correspondent of the "New York Herald-Tribune," is introducing population control, thus reversing the Axis policy of encouraging births legitimate or otherwise, to provide military man-power.
The Japanese birth-rate in 1938 was 27.7 in each 1000, compared with 17.6 in the: United States and 15.1 in Britain. Birth control is virtually unknown to the Japanese masses, and is practised only to a limited extent among., the upper classes. The first meeting of Japan's population policy commission is scheduled for November.
Japanese police today arrested 2145 civilians for purchasing cigarettes; matches, soap, sweets, and canned goods from American soldiers. Allied headquarters in Tokio said General Mac Arthur has not planned en early visit to the United States.
