Rec. 10 a.m. LONDON, October 26. Provision for an internationalised "enclave" large enough to contain all the organisations of the United Nations and accommodation for the assured future United Nations membership of about '60 nations is among the proposals discussed by the executive committee of the United Nations preparatory commission. The plan, which would entail a request to the host State to set aside sufficient territory for the enclave, also envisages planning a future "great world peace city." The United States is suggested for the permanent headquarters. Alternative provisions are made, however, should the commission decide on headquarters els-where than in America.
