CIVIL WAR IN CHINA
COUNTER-ACCUSATIONS
NEW YORK, July 25
The Chinese Communists complain that Chmese Government troops have started a civil war by attacking their forces in northern China, reports the Chungking correspondent of the Associated Press.
Communist sources/assert -that Government soldiers from Honan Province attacked the Communists last Saturday in the border region of Shensi Province.
A Chinese Government spokesman, Major-General Kuo, said that Communist soldiers on Monday attacked and temporarily occupied the Chunyao district, which was later retaken by Government troops. A Cabinet spokesman stated that the Comiaunists often attacked and occupied districts not strongly held by Government troops, and then, when such districts were reoccupied, the Communists accused the Government soldiers of attacking them. Chunyao was definitely outside the Communist border region.
