(By Telegraph—Press Association —Copyright.) Rec. 10.30 a.m. , LONDON, July 24. American troops guarding 100 members of the Japanese diplomatic staff formerly stationed in Berlin believe as a result of talking to the Japanese that Ambassador Oshima would urge the Japanese Government to comply immediately with the Allied demand for unconditional surrender if he could return to Japan.

This is reported by the Associated Press correspondent in Salzburg, who adds that Oshima believes this in the light of his own experiences which have convinced him that surrender under any conditions is preferable to a fate such as overtook Germany under his own eyes.

It is unlikely that Oshima will be returned because the Japanese hold no American diplomatic representatives for whom he could be exchanged,, though the State Department might attempt to exchange him and his staff for high-ranking American officers like General Jonathan Wainwright, who became commander in the Philippines after General Mac Arthur left the islands. •
