AGAINST JAPAN
RUSSIANS MAY ACT
REPORTS IN LONDON

The belief that the Potsdam Conference may result in Russia taking definite action in the war against Japan has been strengthened by reports reaching London in the last 24 hours, says the "Daily Telegraph's" diplomatic correspondent.
These reports are not confirmed officially, but tally with the indications that the Russian attitude towards Japan is under discussion at Potsdam and that certain preparations are being considered.
It is possible that without directly intervening Russia may allow Britain and America to use bases in the Vladivosteck area ' for operations' against Japan. Recent conversations between Mr. T. V. Soong and Generalissimo Stalin are also regarded as an indication that Russia is about to make a new move. Mr. Soong intends to visit Moscow again after the Potsdam Conference.
