WORLD CHARTER

U.S. RATIFICATION SOON

LONDON, July 23

In Washington, the Senate debate on the United Nations' Charter opened today. A correspondent says that it appears that the Charter will be ratified almost unanimously before the end of the week.

The chairman of the Senate Committee on Foreign Relations, Senator Tom Connally, called on the Senate to ratify the Charter by a vote that "will be heard around the world.'
