PQSITION EXPLAINED

Rec. 11 a.m. WASHINGTON, Sept. 1. Neither the British, nor the Indian Government had requested, or even suggested, that Mr. Phillips should be recalled, said the Foreign Affairs Committee chairman, Mr. Bloom, in the House of Representatives. There was no connection between Mr. Phillips's resignation from General Eisenhower's staff and the "unauthorised publication of views he had communicated to the President concerning India." Mr. Phillips's assignment in London in September, 1943, was temporary. He wrote on July 19, 1944, stating specifically that he wished to return ■in September, and Mr. Cordell Hull reluctantly agreed to his request. The United Press says Senator Chandler has asked the Senate Foreign Relations Committee to investigate "British interference" in American diplomatic affairs. Senator Chandler said he was particularly interested in the case of Mr. Phillips.
