NEW PROPOSALS
POLISH SETTLEMENT
SUBMITTED TO MOSCOW
LONDON, August 31.
The Polish Prime Minister, Mr. Mikolajczyk, informed London correspondents that the Polish Government had dispatched to Moscow new proposals for a Polish- settlement. In drawing them'up, the Polish Government has been concerned to establish lasting alliances with Russia, Britain, France, and Czechoslovakia, and intimate relations with the United States, in ori«*/ to prevent future German aggression. It is proposed to form a new war Cabinet, for which purpose Mr. Mikolajczyk is to go to Warsaw to consult all parties. The idea of the Polish proposals isthat at the moment Poland is free the Government should be reconstructed to include representatives of all who have been mainly responsible for resistance to the enemy. The new Government would not contain any people having Fascist tendencies or associated with the pre-war regime. The Prime Minister said the programme for the new Government would be to renew diplomatic , relations with Russia; to sign agreements with Russia about the administration and formation of the Polish armed forces; to ensure peace behind the advancing Red Army; to seek permanent alliances with Britain, France, and Czechoslovakia; and to prepare for immediate elections. Pending those elections, there would be one single Polish National Council. The Prime Minister said that they did not propose to return to the constitution of 11921. The programme also deals with foreign policy and with means forj settling frontier problems. j
