NEW YORK, September 3,

The State Department is taking over complete control of the lend-lease administration, the Office of Economic Warfare, and the Office .of Foreign Relief and Rehabilitation, says the Washington correspondent of the "New York Times." The State Department is planning a co-ordinated policy regarding the Government's international economic activities.

The correspondent points out that heretofore a general understanding existed theoretically, but some agencies which were supposed to execute economic policy have worked at crosspurposes.
