TOKIO, May 22,

A decree has added flour to the list of l'ationed articles, which include nee, charcoal, and sugar. Vegetables are not rationed, but are becoming increasingly dear. Eggs and meat are difficult to obtain, and milk is available only to children. Butter is scarce.

There are daily queues at the bread shops, and the supply is usually exhausted long before the demand is
