THREAT TO INDEPENDENCE

LONDON, October 16

A meeting of the Turkish Cabinet Council was held yester<Jay, and it is believed that the opportunity was taken to discuss affairs in the Balkans.

German troop movements in Rumania have brought from Turkish newspapers further expressions of Turkey's determination to stand up to any threat to the independence of the country.

Further evidence of Greece's determination to resist aggression is seen in the announcement of the ealling-up of a number of engineering and communication specialists.

From Rumania and Russia have come denials that Russian troops have entered Rumania. A good deal of interest is being shown by Rumanians in the Moscow statement yesterday that the Soviet Government was not informed of Germany's intention to send troops into Rumania. The Russian Legation in Bucharest has denied that Soviet divisions had been concentrated on the Rumanian frontier, and it was stated that there were no concentrations anywhere. Another Soviet authority in Bucharest said that Russian units were engaged in considerable defence fortifications.
