SOUTH AMERICAN COUNTRIES

WASHINGTON, October 14

The Secretary of State, Mr. Cordell Hull, said that the Government was discussing the question of naval and air base facilities in the various South American countries, but there was no question of any change of sovereignty. He added that the exchanges occurring regarding all phases of the defence of the Western Hemisphere were all within the scope of the Havana and Panama conferences.

LONDON, October 14.

At a Press conference, Mr. Hull declined to confirm or deny reports that an agreement had already been reached with Brazil and Chile, but the Under-Secretary' of the Chilean navy declared that there- was no truth in reports that Chile would lease naval and air bases to the United States.
