SIGNS IN RUMANIA
GERMAN FORCES
BUTTRESSING OF THE DEFENCES

LONDON, October 7.
The German and the Rumanian Governments are busy attempting to give. harmless significance to the German troop movements, which inpre detached circles believe amount to a direct assumption of control in Rumania by the Axis Powers.
The Bucharest correspondent of the 'Associated Press of Great Britain de"clares that there is widespread evidence that all branches of th -: German military and naval establishments, in addition to German industry, are operating in order to buttress the Rumanian defences.
Official Rumanian and German qiiarters deny that large numbers of German troops, tanks, and guns have already arrived. Members of the Rumanian Government refused to confirm or deny reports that Germany is planning to assist in building a large naval and air force base, near Mamaia (10 miles north of Constanta), the construction of a wide highway' across Rumania, and the. enlargement ot the submarine factory base at Galati. A German spokesman hinted that a German general is at present in Rumania. This is possibly General Josef yon Tippelskirch, head of the German Military Intelligence.
