The Commander in Chief of thai United Stales Fleet, Admiral Richardson, arrived by air from tho Pacific coast.. He conferred with the chief of naval operations, Admiral Stark, and then met the Naval Secrei tary, Colonel Frank Knox, who announced, "Routine reports of th« fleet were received, and the situation in the Pacific and matters pertaining to the expansion to date of the naval establishment were discussed."

Admiral s Richardson plans to re* main in Washington for several days. Diplomats say that the implementation of the entire Far Eastern: policy of the United States may hinge on the outcome of the coin ference between Admiral Richardson and Colonel Knox, which they pre* sume will discuss a wide range ofi subjects bearing on the ability of th«l United States lo maintain her posw tion as a supporter of the status quoi in the Far East, including possible joint use of the Singapore and Aus« tralian bases.
