OTTAWA, October 5
The Federal Conciliation Board, adjudicating between the John Inglish Company, manufacturers of Bren guns, and a group of employees, declared that the war emergency justified its declining the workmen's petition for union recognition. The labour representative concurred, and the Judge asserted that at this juncture speed in the production of war materials was of paramount importance.
