TRANSFER OF U.S. SHIPS
(Received November 15, 12.35 p.m.) WASHINGTON, November 14.
President Roosevelt, at a Press conference, strongly intimated that he would veto the transfer of ships to Panama or any other American Republic. He questioned whether the United States ought to put a sister American Republic in a position of neutrality at variance with that of the United States.
