MR. FAIRBAIRN SWORN IN AT OTTAWA

RUGBY, November 14.

A message from Ottawa reports that a ceremony unprecedented in the Empire's history took place at Government House today when the GovernorGeneral, Lord Tweedsmuir, swore in office as Air Minister in the Australian Federal Government Mr. J. V. Fairbairn, who is at present in Canada as head of the Australian mission'in connection with the Empire air training scheme. This is the first time the Governor-General of one Dominion has given the path to a Minister of another Dominion.
