REDUCTION OF GARRISONS

The Tokio correspondent of the United Press of America says Japanese newspapers note that neither Britain nor France has sacrificed any rights in North China as a result of the decision to reduce the military garrisons in North' China, and that neither has nientioned the possibility of solving the problems still at issue.
Tientsin commentators agree that the withdrawal will powerfully affect Chinese opinion and improve the outlook for Mr. Wang Ching-wei's Japanese-sponsored Central Government. 7
The.American Secretary of State, Mr. Cordell Hull, today reiterated that the British reductions have not changed the United States policy. There are no immediate plans to move more United States troops to China or elsewhere. It is recalled that the United States recently increased her Far East naval strength, commissioning new submarines for the Asiatic fleet. There are now 1500 American troops iri Shanghai, Peking, and Tientsin. '""..•:'■
The State Department in Washingtori denied reports that the British and French Governments had requested the United States to assure the protection of their concessions in Tientsin. It pointed out that Britain still has many troops in Tientsin, as America has also. .aX'X ?;
