EUROPEAN OPINION
STEP TOWARDS ARMS . EMBARGO
(Received July 28, 1.10 p.m.) LONDON, July 27. Diplomatic opinion in Paris is to the effect that the American abrogation of the 1911 treaty gives Japan six months' grace to Modify her China policy. In Moscow political officials hope it is a first step to a complete embargo on all war materials to Japan.
The denunclltion is described in the Berlin Press as "flank coverage for Britain to counterbalance the Tokio capitulation with on© stage towards an arms embargo,"
