PARIS, July 2. President Lebrun, in a speech at Mpntpellier, said France feels that if the peoples of the nations could express themselves by a sincere plebiscite a majority would join the Western democracies in the effort to organise a peace front.
Marshal Gamelin returned from an inspection of the alpine fortifications, and conferred with the Prime Minister. '
