McNutt, in a speech, advocated the retention by the United States of sovereignty over the Philippines* in order "to preserve peace in the Orient." He stressed/ that it was not only necessary for the United States foreign policy but for the economic preservation, of the islands,'.and added that many Filipino leaders who had campaigned for independence had.changed their minds in the past two years.
