NEW DECREES ISSUED

The Paris correspondent of the "Daily Telegraph" states that nine new decrees include an increase in the personnel of the Fleet to 82,500 in the current year and 85,000 in 1940, the modernising of the fortifications in Algeria, and the furnishing of the colonies with fuel oil stores.
