(Received January 4, 12.50 pan.) ' LONDON, January 3...... The Berlin correspondent of "The Times" says: "It is stated here that Germany does not intend to attempt submarine equality with Britain. The Germans claim that not more than a further 10 per cent, of the submarine tonnage will be built. The suggestion that Germany might use increased submarine strength to support Signor Mussolini's Mediterranean aspirations is rejected with greater emphasis than is necessary: It is asserted that the increases are not directed against any foreign Power but are intended solely to safeguard the requirements of Ge* many's own security." - 'J
