NAZI JOURNALISTS
HOSTILE ACT ALLEGED
NOT INVITED TO RECEPTION

LIMA, December 28
German and Italian official i\ews agencies are endeavouring to make an international incident out of the fact that German journalists were, not invited to a reception,to foreign Pressmen given by President Benavide. The Peruvian Foreign Office explained that the invitations were confined to journalists from Ameri-. can countries. However, several French journalists were present. German newspaper correspondents allege a "direct international affront." The Peruvian Government has' refused to permit the transmission of a strongly-worded dispatch .to the German Government in which the Nazi journalists allege that the fact that they were not invited was a hostile act against the German Government. It is further alleged that throughout the conference the Nazis were treated with marked contempt.
The complaint has been taken to the German Minister in Lima, who is expected to relay the protest through diplomatic channels and possibly to make an official protest to the Peruvian Foreign Minister. The offi-
cial Italian agency is lodging a similar protest with the Fascist Minister in Lima.
The Italians and Germans boycotted the final session .of the conference, which closed on a note of accord, the chairman, Dr. Carlos Concha, declaring that the Americas had reached a new epoch in their evolution towards solidarity.
GREATER FAITH FOR STATESMEN,
The United States Secretary of State, Mr. Cordell Hull, said: "We have stated our agreements in declarations rather than in'treaties, and that is jvise when the matters dealt with are of a general character and of a political nature." i '
He asserted that the conference had given statesmen greater faith in the common destiny of America, and added: "We know that agreements which appeared to offer a foundation of stability and order have often disappeared and that much of the world's trust in any form of agreement has completely vanished. Might has stated that it would have its way and would recognise no equal save might. We propose to express our common desire to work together effectively to resist the spread of these conditions to our own continent to the utmost degree, and to this end vigilance may be required."
