TOKIO, December 1. The Japanese plan for a new order in the Far East, referred to In an earlier message, means mutual aid
politically, economically, and culturally, and the abandonment of maxims which hitherto have been regarded as sacrosanct in relation to China and Manchukuo.
Commenting on this, Mr. Arita, who is taking over the Foreign Ministry, did not repeat assurances to the Ambassadors that Japan will adhere to the open-door policy.
Recent authoritative utterances suggest that China will play the role of an agriculturist country supplying raw materials to Manchukuo's heavy industries and coal and iron to Japan, who will be her general mentor and military protector.
