LONDON, October 7.
The Australian Associated Press says that although it is strangely dark regarding details of the International Commission's progress, a report has been received in official quarters that* a full and final agreement has been reached regarding the areas to be occupied by Germany and that a plebiscite will be unnecessary. It is understood that the generous concessions made to Germany are based on a definite undertaking by
Germany that she will be a party to a scheme of compensation and exchange of populations once the areas claimed are occupied.
Official circles indicate that the International Commission has agreed to the reciprocal release of German and Czech prisoners immediately.
