JOHANNESBURG, October 1. General Smuts, speaking at a Royal Scottish meeting, said that the occasion had produced the man. "We are now in. a position to build up peace on a wide scale," he added. "The moment has arrived for great advances, and should not be allowed to pass. Britain has again resumed the moral leadership of Europe. This is one of the most significant of recent great happenings."
