LON3SON, January 25.

Referring to the demand for the closing of the British Consulate at Leningrad, the diplomatic correspondent of the "Daily Herald" says that Leningrad, which is being converged into a great secret fortified naval dockyard and arsenal, will become a closed zone. No foreigners will be permitted to remain, and the crews of foreign ships will be allowed ashore only in a limited area.

New shipyards are being constructed, capable of building and repairing the largest capital ships. The immediate building programme includes three 35,000-ton battleships, with 16in guns.

Russia advised Great Britain that she must close the British Consulate at Leningrad within two months, as she had decided that the number of any country's consulates in Russia must be the same as Russia's consulates in that country. Britain retorted by closing the Consulate branch at Moscow.
