BIG REPLACEMENT PLAN

WASHINGTON, Julie 9.

In a special message to Congress, President Roosevelt urged the construction of a Government-subsidised American merchant marine to replace obsolete vessels now flying the American flag.

He asked for the immediate appropriation of 10,000,000 dollars and the authoristaion of an additional 150.000,000 dollars, as the start of a fiveyear replacement programme aggregating 450,000,000 dollars. The funds would be available to the recently-created United States Maritime Commission, the chairman of. which said they would enable the building of 95 ships.
