RUGBY, May 27. ■ It is now generally assumed that Mr. Baldwin will go to Buckingham Palace early tomorrow morning and tender to the King his resignation of office as Primri Minister and First Lord'of the Treasury. It is known lhnl his Majesty will be advised to send for Mr. Neville Chamberlain to form a new Ministry, and when he' goes to see the King Mr. Chamberlain will have the resignation of all his colleagues in his possession. There is considerable speculation in the Press regarding the composition of the new Government. Mr. J. Ramsay Mac Donald visited the Palace this morning, and it is understood that he is retiring from the Cabinet, but will continue as a member of the House of Commons. In the lobbies of Parliament Mr. Walter Runciman's speech on Tuesday on trade policy is regarded as being his last speech in,the House of Commons'as President of the Board of Trade, and the likelihood of his transference to the House of Lords is, discussed". It' is stated that he will not be a member of the new Cabinet.
