An appeal by the Prime Minister of Italy, Signor Mussolini, to President Roosevelt to call a world arms limitation conference has been re« ceived with marked coldness. Presi* dent Roosevelt signified that he was not ready to comment by saying that he had hot seen the appeal.

Other officials said it was unlikely that President Roosevelt would act be» cause of advice recently received from London that Britain is not interested in an arms conference and intends ta

proceed with her building programme.
