WASHINGTON, May 25.
An appeal by the Prime Minister of Italy, Signor Mussolini, to President Roosevelt to call a world arms limitation conference has been re« ceived with marked coldness. Presi* dent Roosevelt signified that he was not ready to comment by saying that he had hot seen the appeal.
Other officials said it was unlikely that President Roosevelt would act be» cause of advice recently received from London that Britain is not interested in an arms conference and intends ta
proceed with her building programme.
It; is the definite:understanding hera that Britain will hot "agree1'to" parties pate until her re-armament "is com* pleted. s Britain .has pointed out that not only is she committed to the programme in policy,1 but that she has als» made financial commitments.
The impression prevails in som« diplomatic, circles that Signor Musso» lini is hopeful of arms limitation .in order to curtail British re-armament, which he has largely stimulated by his conquest of Ethiopia. In such circumstances diplomats are convinced that Britain will npt consent to a conference. . ,■'. . , ' • ■
Officials also express the ■ view that the United States will not move for a world conference:on economic or,any other imporiant subject until the Imperial Conference concludes and Bri* tain has determined her attitude ta such questions. . '
