KITES TO COME DOWN
One of the first hints of yet another form of traffic congestion is supplied by the news that the German Minister of Aviation has announced that anyone who wishes to fly a kite at a height greater than 300 feet must apply for an official permit, says the "Manchester Guardian." The idea is that at greater heights the' kite becomes a menace to aviation, though the' aeroplane which is no more than a hundred yards from earth sounds a much more serious threat to the safety of the groundlings. At any rate, the new [urder from the German Ministry ought to give an increased sense of their own importance, to schoolboy kiteflyers, some of whose toys have often flown higher than their newly-pre-scribed- air-limit; it will be a big thing to feel that if you are not careful how you pay out the line you may be interfering with an ".airliner. One point may be There is still no limit on the height to which diplomatic and political kites may be flown.
