IMMIGRATION ADVOCATES READY-MADE CITIZENS (By Telegraph.) (Special to the "Evening Post.") . ' DUNEDIN, This Day. "Though not possessing expert knowledge I surmise that two of the physical characteristics of a dominant race are sound, teeth and large families, observed Mr. James Begg, when addressing the Victoria League last evening "Nether of these attributes « much in evidence in New Zealand. Little wai to be gained by immigration, said Mr. Begg. New Zealand people appeared either to be. too poor to risklhaving large families or to lacic the physical, mental, or moral ehergy to do so, but immigration enthusiasts, optimists all, expected that .people on the other side of the world would produce children, rear, feed, and educate them till they reached maturity, and then make New Zealand a present of-them ready-made, accompanied by r capital of, say, £1000 cash. "No great people can be built up on this1 basis," said Mr. Begg.. , .
