ACCREDITING SYSTEM
ABNORMAL YEAR UNIVERSITY ENTRANCE The introduction of a modified form of accrediting for matriculation candidates this year on account of the abnormal conditions under which the schools! have been working was suggested by Mr. F. M. Eenner (principal of. Rongbtai College) in a report to the Wellington Colleges Board of Governors yesterday. "I have had numerous letters from the parents of boys in matriculation forms and I have noticed references in the Press to the invidious position of these boys next December when they will sit as candidates for the University entrance examination," he said. "I pointed this out to the Director of Education some months ago and suggested that this year some modification, of the entrance examination should be made. Examinations, as a sole test of educational qualification, leave much to be desired even when times are normal. This year, many children, who, in a normal year would have had a reasonable chance of passing, will find themselves unable to reach the required standard in spite of their best efforts. I consider that this year is the appropriate time to introduce some modified form of accrediting of. candidates in conjunction with a University examination of a standard ( modified, if necessary, to make allowance for the abnormal condition under which schools have been working. I suggest that each principal should forward with the list of candidates records showing the term, marks and : term examination of each candidate over the past three years, together with ..an individual report, dealing with application and effort, and indicating whether, in' the principal's— opinion, the candidate should, or should not, be granted a pass. , I am 'convinced that even in normal times examination plus j the principal's estimate would be a much fairer method of assessment; and this year, more than at any other time, if such a method were adopted, less injustice would .be done to quite a number of candidates—particularly to those who will be.on the border-line between pass and failure." :
