A leading commercial journal,;', the "Chugai Shogyo Shinipo," i says /that English and Norwegian whaling interests, being' alarmed at the Japanese activities,. have invited the- Japanese to a conference in with the object of reaching a new international agreement, but the Japanese are declining, until1 the,-whaling . fleet approximates the strength of the English and Norwegian fleets, because a premeture. agreement now would merely cramp Japanese activities.
