RECOMMENDED

PITTSBURGH, February 28.
The report of the bureau of business research at the University of Pittsburgh, following a three-years survey, recommends the organisation of steel workers' industrial unions as favoured by the Committee for Industrial Organisation and the establishment of a Federal fact-finding committee to investigate whether the steel industry should remain a complete private enterprise or be subjected to Government regulation of competition or ownership.
