Only Russian acceptance of the northwest coast of Spain' as a patrol zone to be shared with France is needed to complete the naval cordon. France will also watch the Balearic Islands and Spanish Morocco, Italy will guard Majorca, Great Britain will patrol the north coast and the south coast from Portugal to Almeria, also the Canary Islands and Rio de Oro, and Germany and Italy will watch the east coast from Almeria to the French frontier.
