HOUSE OF REPRESENTATIVES
The House of Representatives met at 2.30 p.m. today.
The debate on the second reading of the Political Disabilities Removal Bill was resumed by Tilr. W. P. Endean (National, Parnell), who said the main .question was whether New Zealand ■should adopt the American system or the- British system. The principle of allowing unions to contribute to party funds would be a dangerous one if it were made coercive.
Mr/.J. F. Cotterill (Government, Wanganui) said the pro vision,.in the law that civil servants should resign befpre contesting an election was '-a' very serious obstacle. A civil servant should have the same rights as anybody else, and the Bill provided for that. " ■' ■ \ . ' The Hon. J. G. Cobbe (National, Oroua) said it would cause a great deal of unpleasantness if the head of r-1 Government Department stood against the, party, to which his, Minister belonged. There would be a lack of confidence in the particular civil servant on the part of the Minister.
