BEING CONSIDERED IN PALESTINE
MEETING SERIOUS SITUATION
(Received August 1, 12.30 p.m.) JERUSALEM, July 31.
The Government is considering a proclamation of martial law to meet the serious situation created by a decision of the High Court invalidating a collective fine of £2000 imposed on Gaza because of attacks against the aerodrome. The decision invalidates eighteen similar fines.
The position of the Government is now difficult. In dealing with sabotage and similar crimes it. is generally impossible to find the actual perpetrator, and collective punishments are regarded' as the only effective method.
