BERLIN, May 23. The Minister of Economic Affairs, Dr. Schacht, has joined in the claim for colonies in a forward booklet oa the subject. He says it is economically and politically impossible to with* hold from Germany her old possessions. They are a necesity for an over-popu-lated industrial country.
